You should've started HGH at 11,12,13 for maximum height growth. But if your growth plates are still open, you might be able to benefit it. Some lucky (or unlucky) guys continue puberty until 22

Yeah for height it's pretty much cope. It does a variety of other things though. Personally i use HGH for staying lean and collagen.

Why would you care about it?

Most man will end up on trt in their late 40-50’s anyway. TRT is optimal.
