Ever wonder why do some poor countries look "more developed" than other poor countries?

Pick any <$20000 GDP per capita (PPP) South American country's streetviews and compare to any Southeast Asian country's streetviews within the same range of income and you will notice the stark differences:

>A city in South American country is generally better-planned.
>No motorcycles on sight so the roads are less dangerous
>Buildings in SA are built with better building materials. In poor areas, are built with mortar, bricks and with proper rooftops. In SEA you will see poor people living in shacks made of rusty Zinc sheets and grass near the riverbanks.
>SA countries have walkable sidewalks.

What could be the reasons?

Many South American countries were colonized by Spain and Portugal, leading to urban planning influenced by European standards
