Eyebags

How the fuck should I get rid of eyebags/dark circles under eyes? If I sleep well I don't have eyebags but i've had like blue circles that cover the area near my eyes all around like fucking goggles (except for eyebrow area) . I've been listening to Goatis recently and he says just to have a proper "diet". How should I really fix the circles?
