There are few factors to consider:
1. Height of the other person. If someone wants to interact they will be much more comfortable having eye contact with cute face not chest contact with an ogre
2. there are people especially women who are super short and cannot easily interact with people who are even 170cm
3. Many people don't care about height, like 1-3% of women make it a big deal and much more men. Most women especially the best-looking ones don't care
