No but I know someone who does. When you wax hair, you pull them out of the root completely which means it wil take longer to regrow. If you shave, you just shorten it.

Try shave against the grain if you're not already.
Otherwise, if it's still an issue and you don't want to have facial hair, just get laser hair removal as others have said.
