Here I'll try my best to give some recommendations, note that some of these are going to require cosmetic procedures but if you're familiar with this site then I'm sure that'll be no surprise

Eyebrow lowering through botox

You have quite a bit of upper eyelid exposure causing a bit of a hollow and sometimes tired look. One way this can be remedied is through the relaxing of the frontalis which causes the eyebrows to lower. This is sometimes an accidental effect of botox but it can also be achieved intentionally. Example:

Face widening through either filler or implants

Your face looks rather thin and long. Unfortunately there are no ways to shorten a face but there are ways to widen a face to help balance faces that look disproportionately long. This can either be done through fillers or implants though the former is only temporary and the latter will require more careful planning to get desired results. Example:

As much as I'd normally recommend some form of jawmaxxing you look a bit old and your face is a bit long, I don't think light stubble or a clean shaved look is going to help you much. I'd instead invest into something like minox to promote beard growth, you'll have to learn how to maintain and shape it however

Your hairline is rather high but I wouldn't fret too much about procedures such as hairline lowering or hair transplants. I'd recommend growing your hair out a bit and just frauding a little. A long lengthed + middle part cut suits older men with longer faces the best. I'd try aiming for that

Pardon my shitty editing skills but here's a rough estimation of the results. Your base is rather limited to work with but if I was to make the best of it this would be my suggestion

-eye brow lowering
-midface widening
-beard
-hair growth

-eyebrows are full are a full and nice shape
-even if you have severe UEE your eyes are still PCT, meaning your lateral canthus is higher than your medial canthus
-you have full eyelashes which help to bring a bit of definition and contrast to an eye area

Weak features:
-as mentioned before you have some pretty bad upper eyelid exposure
-hairline is extremely high set
-nose is very long and thin
-face is also rather long and thin, it lacks definition
-you have little to no upperlip volume
-ears are very pronounced
-jaw is round and chin is narrow
-skin lacks any colour
-mouth and palate appear narrow
-dark eye circles
-moles
-face is not compact/looks droopy

You can maybe consider things such as mole removal, slight lip filler or any other array of procedures for this laundry list up above but I just tried to tackle the key features I think are either holding you back the most or would benefit you the most to address

This might be a stupid question but what is pct?

it's short for positive canthal tilt. Its when the inside corner of the eye, near the nose is lower than the other corner of the eye. Take Drake for example. He has negative canthal tilt, so the opposite of you, it creates a docile and weak appearance.
