The Khagan of the Khazars at the time, a shrewd and pragmatic leader named Bihar (also referred to as Bulan in some sources), saw an opportunity in Byzantine friendship. For decades, the Khazars had maintained a delicate balance of power between the Byzantine Empire and the Caliphate. They played both sides, ensuring their own survival while profiting from the conflicts of others.
