Flaw in the "once you turn 18 its over" mindset. Am i being retarded here?

A lot of people say that once you hit 18 puberty is pretty much over and there is not a lot you can do bone wise but how can this be true when it is pretty common to get a more manly face and body(mainly talking about forearms and wrists here) at around 21-23.

For example ryan gosling and no im not saying he is higher than mtn but he clearly grew from 18 to 22(the time of both photos).

but why is a final test boost gonna matter if the plates are closed, like with that logic people who are 18 can just hop on test and have a lot of bone and height gains???
