It means you're a coping manlet who thinks he'll hit puberty at age 18:lul:

It means you should probably get that checked because your bone age is significantly delayed compared to your chronological age, ideally a doctor would determine if any intervention is needed to optimize growth potential. Chances are though you're just experiencing a late puberty, but that may or may not leave you shorter than you could be under certain scenarios

if the Results are true and if even my hormones are below baseline would that make me eligible for GH therapy?

More than likely yes, typically when there's such a discrepancy between your age and development doctors a keen on prescribing GH so you don't end up short essentially.

Thanks. also how many inches of growth is realistically possible with GH considering Delayed bone age(13-14) + Below baseline Hormone levels?

Well I can't give you an answer for you, the more stunted you are compared to genetic potential, the more "catch-up" is possible. But it also depends on how open your growth plates are, because even with a younger bone age, your plates may have fused or be fusing.

Although I believe typically people that start GH treatment in a similar spot to you can expect to see AT THE VERY LEAST 2 inches of growth in their first year.

Id talk to a doctor on the phone or something else that you can do yourself, and explain your situation etc, your parents may be thinking about the cost but its pretty likely that it will get covered depending on if you have medical insurance or not
