Expand the palate and move the maxilla forward so will the mandible and it will upswing over time if you hold good head, neck and tongue posture.

That is not the main cause. The main cause is, your upper head is plenty less wide then the ideal.
Lets talk ideal facial ratio's.
Ideally the upper head is a little bit wider (or equal width at minimum) as the cheeckbones. In your case, the upper head is less wide then the cheeckbones.
For example case, statham. This is one of the few men that can pull off the blad look, and look great/good blad, meeks also has it.
