It's better to get it all done in one big surgery because of anesthesia primarely. Besides that if you have a job you can't just casually get a few surgeries done across the year.
Fat grafting won't fix the setness of the eyebrows, their shape, and not even UEE completely. Fat grafting to compensate for bones is pure copium.

Fat grafting matters a huge amount for eye area. No doubt bones do too, but eye area is different to other parts of your face where bone visibility is preferred
