dark doesn't refer to their coloring in that phrase it's more of a vibe, i.e bad boy, you can have fair features and still be 'dark'

or you can have dark features and it would still not apply to you.

I'm pretty sure it means dark features like brown/black hair, eyebrows, eyelashes, tanned skin, etc. That's why dark hair is preferred over blonde in males.

But dark, tall and handsome generally means white with dark hair, tall and handsome.
It has nothing to do with vibe or personality.
