The facial bones don't "fuse" , they never fuse because they aren't the same as bones in the body that grow linear. Since our faces are made of irregular bones that constantly remodel, they are always changing slightly from the effects of steroids. If you have low testosterone and your face makes you look like a boy, increasing your testosterone would make you start to look like a man and be more masculine.

The thing is, increasing your testosterone would be of little use if you are healthy because your face is probably already fully masculinized if you can easily grow a thick beard. Excess testosterone alone won't make the bones that matter grow and make you look handsome if you already have normal testosterone levels. It would, however, blow up your traps and shoulders while increasing neck width, so there's that.
