Yes shoulders are most important but you should be training the majority of your upper body for max appeal.

Biceps and triceps will fill your sleaves so t shirts and shirts fit better, lats and upper back will give you the "built" manly look and lats will improve frame too and accentuate the v taper, forearms are never covered unless you're wearing long sleaves so will make you look manly, abs will hardly be visible even if you're lean if you don't train them, etc.

You’re right. Although shoulders are the most important for frame, if you don’t train everything else too you will end up looking uncanny and stupid.

your frame is mostly your lats not your shoulders.
