Many people are not balding perhaps, you have a certain amount of hair on your head, as a child your head is full of hair and as an adult yours is not because you still have same amount of hair on your but a way bigger skull or surface area to cover with same amount of hair that covered your skull as a child.
This doesn't apply to severe balding like horseshoe of course.
Skull spreads/grows or starts from the crown or the highest point of your head, that's why people usually see "thinning" there.
