Many people are not balding perhaps, you have a certain amount of hair on your head, as a child your head is full of hair and as an adult yours is not because you still have same amount of hair on your but a way bigger skull or surface area to cover with same amount of hair that covered your skull as a child.

This doesn't apply to severe balding like horseshoe of course.

Skull spreads/grows or starts from the crown or the highest point of your head, that's why people usually see "thinning" there.

It starts for many in early 20s or even late teens and skull does keep on growing and expanding even for some till late 20s, usually till mid 20s from my observation.
During those years many people experience receding hairlines and thinner crowns.
