I can relate a lot, most of my strength gains go to my deadlift and nowhere else. What's worked for me to get better hypertrophy is going to failure on certain points 2x a week with a lot of high rep, intensity, and volume work. pic below is my Saturday upper-body workout (I do 5/3/1 on the weekdays)no fake i'm trying, but my arms are my weakest point despite doing curls for girls all day long
