Not really that legit for males most of the time. It's far more common for males to be too neotenous.

Low to moderate neoteny relative to most guys is best. Only Australian Aborignes usually have so little neoteny that it's a failo (leading to an ogreish/troglodytic look).

Maybe an occasional White or Native American male can be overly lacking in neoteny as well, but that's pretty rare.
