Genetics from your parents and close relatives explain ~60-80% of the variation in height within a well-nourished population. Your DNA sets most of your potential but this only applies to immediate parent to son relationships when talking about an individual in isolation
Over generations and when talking in context of large population nutrition, health, and environment play a much bigger role in how tall someone gets.
Except pygmies who have been shown to have different hormonal pathways every single race and phenotype can and do grow tall. There are individual variations between races yes but when environment and diet are held constant the difference become very small. Not more than 2-3 inches at max. This is all scientifically proven and there's no debate to be had.
