Modified Orbital Box Osteotomy is the most effective. A regular OBO is good too.

Maybe, since the eye is being pulled up so it eoukd be common sence that the lower eyelid would go up, essentialy hiding sclera, not sure if it will be 100 percent gone, but definetly improved.
