Well, I beg to differ.

Asians in general have poor nasion projection, a neanderthal skull shape and natural big zygomatics, therefore it is very conceivable that their maxilla look forward grown compared to the rest of their facial features.

Secondly, asians are not as loud and obnoxious as the french people and more introverted, therefore your theory doesn't add up
