Each country has manpower, army divisions, supplies, planes, factories, infrastructure, political decisions, etc. The AI of each country controls that.

It's random though the AI follows a somewhat historical path
And some countries have a better base obviously, Germany has more men and equipment than Luxembourg for exemple.
