I never saw your face. but from this photo yes, you do have PCT. What doesn't prevents you from having a loose lower eyelid that can create a curve in the lower eye contour (it looks like you're straining your eyes in this photo, how it looks when relaxed)?

from this photo it looks like what I was saying, your lower eyelid probably is soft, but the tilt is positive, also you have a good medial canthus.

but in your case what creates the illusion of nct or sad vibe is the lower lid that curves
