OP, most people's unaesthetic eye areas have to do with soft tissue. I don't know for sure if you have significant recession (everybody has to some degree), but you might benefit the most from a fat graft to the undereyes (or PRP for less severe).

Scans would help the most to identify it. If you are below 21, it's very likely your fat pads haven't sunk yet. So, if you got dark circles it's likely a fat issue.
My dark circles got pronounced after, when sagging occured because I am heavily recessed from having my 4 premolars pulled out over a decade ago + braces with elastics.

I know I am recessed, but most people aren't. I'll have to fix my recession and then do soft tissue work
But even then, before that age I had fat under my eyes.

For most people, they likely just need soft tissue work if they already have dark circles sub 20/21.
