very short collar bones, no width to it

Usually small/short collar bones also mean a short weak back

when you have a weak or short frame, your capacity to put on muscle is less compared to guy who has a wider frame, who will look much bigger.

Dont let this discourage you tho. Start lifting weights and see your potential. You wont know until you build muscle.

Roiding will save you as muscle mass will add to your frame. Also being skinny fat makes your frame look shittier that it is. Trust me my shoulders appear much wider after just 5 months of lifting naturally

Itll prolly save you in the sense you may not look dyel in clothes. It may be a bit hard to get that aesthetic look though.
Take what i said with a grain of salt btw, ive never taken roids and its not my level of expertise.
 
tbh i don't think frame is overall that relevant unless you get into the upper tiers like 22 inch plus. I have a 20.5 inch bideltoid before lifting but I don't think its that big at all. At most I would guess you can add maybe two inches to your bideltoid after a few years of lifting.
