i dont think that's clear from this image. If cheekbones are widerset than normal, then you can still somewhat have rounded cheeks while having outward gonions. (speaking from experience). kinda makes sense when you think about it too.

looking at the first picture, he does seem to have some seperation from the gonion and neck, indicating that it might be ougrown.

in the first image of this image you can see the gonion being outgrown, not a lot, but still outgrown. If you can feel the tip of the gonion poking out more, then it is most likely outgrown. But as i've stated in the different reply, outwardlygrownness doesnt really matter if your cheekbones are too wide set
