How bad looking do you have to be to get told something if you stare at a girl in the gym?

So me and 2 friends were talking about valentines day and he was telling me to go to the gym that night and whoever is there doesn't have a date since it's late at night and shoot your shot. idk what he's talking about rlly but then he asks me who i've had my eye on in the gym and I told him nobody and that I stare at the ground when walking and try to just look at my phone.

He was like dude ur not gonna get told something or get a harassment charge by looking and I disagreed then my other friend was like yeah you could if you looked a different way but you don't look bad you look good so you're fine. So the question is how bad or what flaws do you need to have for a girl to actually be uncomforted by your gaze?

Women have creeps staring all the time, I doubt you'd get told anything as an ltn, unless you're getting too close or something like it
