How can i develop infraorbitals during puberty, and how can i relax one side of the frontalis?

I have a projected maxilla and great zygo width, projection and setness, yet my eyes arent that great, my infraorbitals are recessed and i wanted to know, is there was a fix to this without cosmetic surgery?
My eyes are also assymetrical since one side of the frontalis muscle is overtrained since i used to raise one eyebrow a lot.
