Yes, extremely easily. I looked better than that as a natural training for 1 year...

Unfortunately, that's genetics.
But for your abs to show, however many of them there are, you have to hit them maybe once a week for like 10 mins (not much at all), but most importantly, you have to diet down. In your case, you're gonna want to hit them hard for about 3 months, while in a caloric deficit. Since you're young, I don't want you doing any heavy overhead weights or anything crazy, just in general. Just do 50 situps followed by a 2-minute plank every 2 nights. Also, on the other days, just do as many push-ups as you can, followed by as many pull-ups as you can, do 5 sets of these. Because you're a beginner, you don't need much volume or frequency, or calories, to build muscle.
Once you turn 17, then get in the gym and start a push/pull/legs cycle of training.
By 17.5, you'll have a comparable physique to that guy.

If you train and eat properly for long enough, then yes. Yes you can.
