Most guys are just fat. They would get jawlines if they lost weight. My jaw doesn't really come out until I get below 15% bf and looks fairly recessed above 18-20%. Girls don't tend to store as much face fat, so they can have crisp jawlines even when they're clinically overfat.

The thread I saw on Lookism discussing the same question. It still amazes me the 'why' of this phenomenon. A hypothesis is that there is less genetic variance among females. But that wouldn't explain the better facial elements.

Another thing to consider is women have smaller necks, this in turn makes their jawlines appear to pop out more. I’m skinny but I still have a wide neck because of wide mastoid bones and this makes my jawline look less prominent.
