The repositioning of the eye orbit is very risky and usually done in extreme cases to young patients.
The jaw and zygo asymmetry, if it's mild can sometimes be fixed with custom implants, this is less risky.
I'm not sure about the prices.

Implants won't move your eye higher, you need to cut the whole orbital box and reposition it.
