Warm water will improve the circulation, bags will get bigger but retract after a while... I think it's better than cold which should only be used as an analgesic tho

it could also be genetic. I don't have eyebags but my under eye area is genetically darker. I sleep 9 hours a day and ice my face in the morning. its just genetics sometimes
