How do i get rid of my white "eye bags"?

in the attached file you can see i got kind of white eye bags. but i dont think its a case of common eye bags because of lack of sleep but rather because i wear glasses and my skin is just more pale around my eyes. but whenever i try to sunmax and get a bit of color, my whole face gets tanned but not my eye area even though i try to specifically target that area with the sun. i tried vitamin c serum. didnt really help that much.. do you have an idea what i can do?

i have the same issue i honestly don’t sleep as much as i should but i haven’t found a fix for it… i’m very tan so it’s incredibly obvious
