how do i get rid of the dark circles around my eye and make it to skin tone or brighter frauding and without frauding and if there’s a form please link it

Best way to fraud is with concealer, look it up. You can buy some at a drug store. Without frauding you might need surgery, eyebags are brutal, I'd recommend fat grafting to the under eyes and upper eyes (you have some upper eyelid exposure, we don't want that, and fat grafting above the eyes can fix it).
