No they can't, just get lean and stop mentally masturbating. Neither HGH nor a pallate expander will improve your looks.
HGH just won't make your facial bones grow, especially at that age. A pallate expander can even be a looksmin in some cases, I'd only advise people to get one if they are trying to fix active pallate deformities.
The only thing that will substantially improve your looks is getting lean or getting some surgeries when you are older.
