How do I make eye area better

Dont want to post my eyes for privacy reasons dont give me shit. but it kinda looks like this but with dark circles under it, much lighter eyebrows and brown eyes.

i'll list what i've done, might help you:
start by applying minoxidil/latisse on eyelashes and eyebrows (or go with castor oil, works but takes longer)
Die your eyebrows a darker tone (if you're albino obv don't go extremely dark or you'll look like a retard)
for undereye either go for volufiline + hydro or surgery
Also eyebags could just be bc of excessive melanin in that area in this case sleep more and apply caffeine on the undereye
Last you can try applying ice on the undereye area to promote fat production
