How do I max out my lips area

Even tho I shave there's dark colour in my moustache area (as you can see in the picture) and my upper lips is darker than my bottom lips (I think was caused by sunburn when I went scuba diving in the Philippines. How do I make my lips more redder, healthier looking, and moustache area not be dark and upper lips back to the same colour as bottom lips
