My approach would be either get a job now (since he is in hs part time at weekend) and save up 30k near college.
During summer break before college he should get the surgerys (trimax and implants)
and later enjoy college a little bit and maybe work some on the side.
If he needed more money he should have posponed college a little bit and work and surgerymax.
It really doesnt matter if you do college at 19 or 21.
However if he followed your plan.
Focus fully on studies, earn no penny and later save up the max to afford it all he will be what? 26?
At 26 he surgerymaxes fully so LL and face. downtime roughly a year. If he has a job? quit or unhpaid leave
At 27 he is surgerymaxed and is not an oldcel. You really think you can get a 16 year old gf at 27 easily?
Network to get a better position?
Increase social rank?
Doubt.
He is already way to old for any of these things by then.
