When you get comfortable, speak with people
When they are very interesting, try to be a friend to them
When they like and are privy to your company, try hanging out with them
Ultimately, they will like you and is now your friend

I wouldn't advise making friends in a work setting unless they are from different departments because if things go awry your coworkers will not hesitate to throw you under the bus if its their job position over yours.
