How do you learn another language?

I wanna try learning a few

You have to become immersed in the language and you have to study everyday.

yeah but duolingo only takes you so far, how do you find an environment where you can actually learn it and practice with fluent speakers

There's an app called Boomalang where you can have video chats with native speakers. It costs money though, obviously.

If you live in a multi-ethnic/multilingual city, you can go to neighborhoods where the language in question is spoken.
 
When you learn it does it stick with you after awhile or do you need to practice the rest of your life?
You usually have to practice for the rest of your life.
