Okay so this is how it works
You need to exercise these muscles in order to cause hypertrophy
The way I did was by blowing air into my cheeks like this
Except I concentrated most of the air in my upper lips and upper cheeks (none below my bottom lip)
Also make sure that the air pushes your nose tip UP, that's how you know your are doing it right
Another exercise I did (one that I think helped a lot) was puckering my lips (like the zoolander face) I did it the normal way then i did it pushing my nose up
Lastly, another exercise I did was pushing the skin out with my tounge from the inside where my nasiolabial folds are and also near the bottom of my nose.
Did this for a year and now my lower maxilla is almost dog like, it used to be flat
Also it lifted my droopy nose tip (reason I started)
