How is penis size determined?

Is it determined by prenatal testosterone or pubertal testosterone? Does prenatal testosterone exposure determine your maximum potential and pubertal testoserone grows it? Does both pubertal and prenatal testosterone grow it?
 
when talking about determined penis size the only factual answer is genetics. DHT or Testosterone won't change the potential penis size. DHT and Testosterone are needed to get to the potential, but won't change it. So if you're genetics say you have a potential of 6 inches more DHT and Testosterone won't make your penis bigger than 6 inches.

testosterone in the womb has nothing to do with final penis size.

Genetics and hormones (most importantly prenatal t I believe)

Once again how can it be 100% genetic if exposure to anti-androgens like bpa or phthalates when ur in the womb shortens ur dick length?
Because they’re inhibiting genetic potential, same as malnourishment stunting growth
