Its from birth. I think they attached IV or fetal electrolude there. Does FUE leave perma scar? I want the donor area to be lower part of neck hairline

The scars are permanent, yes.

For plausible deniability density you need at least 50FU/square cm.

They traditionally take grafts from the occipital region, which includes the area where your scar is, and perhaps a bit lower.
