If the taller person has a bigger frame then 1.5-2 inches is probably enough

I would say even 1 inch is noticiable, but that mostly depends in the range u are, it is less brutal when a 6'4 man stands next to a 6'2 man, rather than a 6'0 man next to a 5'10 one, If you are already tall (6ft+) then it doesnt matter that much, However for manlets every inch counts

1-2 inches isn’t a mog at all and doesn’t matter
