for me my uee really decreased in between ages 15-16 and overal better eye area

Largely depends on genetics, but your eye area is something you are born with and won't change too much like jaw. Some key changes I've noticed is the upper eye skin/fold can become slightly thicker. Changed my eyes from very round eyes when I was a kid to slightly more slanted/hooded eyes.
