How the fk am I supposed to learn Web design fast?

I see there are some well paid jobs for the level of this shithole of a country so I need to pull my shit together and learn but I noticed while HTML is the easier shit, PHP and CSS can be difficult to learn
Am I actually low IQ? Not to say that I’m lazy too lol

Yeah write notes and come back and practice important concepts, good for any subject
Even if you never reread the notes just writing notes helps you remember better
