how to fix dehydrated skin and bloated face?

how do u fix dehydrated skin (visible eye bags, dull skin, sandy texture, etc), skincare is not that much of help it helped a little but not much, do i need to start using supplements? and how do u fix bloated face. i tried a lot of skin care products, but it did only little results.

tretinoin and whole foods diet (atleast avoid sugar) and be low bodyfat if u isnt already
