Nope, a 3-way Palate expander does push IT forward
By 1mm or so, it's not worth it. No noticeable difference can be gained from it, he's better off going straight for a surgical option. Also, it pushes the dental arch forward, not the entire maxilla. Nothing will be changed aesthetics-wise

is there any orthodontic thing i could get that does push it forward or am i js cooked
You can try getting a Biobloc, Frankel appliance, or a Herbst appliance. There are also other more advanced palatal expanders but I'd highly recommend doing your own research into those as appliances are meant to be for precise treatment of different individual cases.

I think the best way at your age to reverse recession is to get on something like Epithalon to slow bone aging, fixing posture, and using an appliance like listed above that'll help expansion transversely.

If you have okay health insurance go to a chiropractor too, it helps a lot.
