If you actually want to to change your skull, why not talk to your parents about having breathing issues, or whatever other issues a recessed skull would give you, and then go to an orthodontist, that actually know what to do?
Doing it yourself would more than likely just cause asymmetry, if they did anything.

Then it might just be fine, try to measure it, you can prob find a video on yt on how to measure it.
Otherwise ask to get a second opinion at another orthodontist. Remember its also retarded to expand your maxilla, if its your orbitals or mandible thats recessed.
