My mandible isn't recessed but maxilla is, u can clearly see black eye bags and poor orbital support, the maxilla is visibly flat, I'm 15yo 6'1 how can I fix besides orthodontic appliances?

Le Fort procedure, its an operation where the maxilla is repositioned.

No other method can permanently or effectively reposition the maxilla

Make sure to mark this post as solution, it's the check mark on my right

You ought to be less absolute in your wording.
The only method known for this purpose seems to be Le Fort osteotomy (dental compensation moves teeth to mask skeletal issues and does not move the bone itself)

Btw just out of curiosity, may i ask how old you are

That is broadly correct once growth is complete; however, in growing patients, orthopaedic approaches such as a protraction facemask (reverse headgear) can produce genuine skeletal advancement rather than mere dental compensation.
