what retinol
Important note, we're speaking about retiNOIDS not retinol, you likely do not wanna use retinol (or anything stronger) under your eyes, unless it's a very low concentration of retinol. Issue with most retinoids is that they're too strong and unstable to be applied to such a thin layer of skin as it is the eye area, if you use a regular retinoid in the area it will probably fuck up your eyes by causing rebound hyperpigmentation and most seriously messing with your tear glands and causing eye dryness (potentially permanent).

So do not use a facial retinoid, for your under eyes. You must look for a retinoid serum specifically formulated for the eye area, these typically contain RETINAL or RETINYL ESTERS instead of...
I think those are crows feet, use retinoid DEDICATED FOR THE EYE AREA and protect the area with sunscreen. You also could use a peptide-serum but that's optional, since the retinoid and sun protection will do most of the heavy lifting.

Crow's feet are an age-related skin condition, you likely haven't been protecting your skin against aging.

valid but if they’re already formed. would fat grafts be best?

Yeah, fat grafting and fillers can help. But I'd use both a retinoid and sunscreen either way, a retinoid will improve collagen production and also help reduce (or completely remove) the lines, that's your primary line of attack. A sunscreen will just avoid making them worse or getting them back.

I'd try those 2 first, and then go through fat grafting if they didn't fully fix your issue.

I'd love to give you a specific product recommendation, but I haven't personally experienced with under eye retinoids, the best I can tell you is: make sure it's made specifically for the eyes.
